Santiago is the General Member for Spain of the International Masters of Gaming Law and co-editor of the magazine “La Ley del Juego” (The Law of the Game”). Moreover, Asensi Abogados is one of the five European co-partner law firms of the portal, Gaminglaw.eu
Santiago is included in the independent legal publication Chambers Global as the “leader in his field” (Editions 2009, 2010 & 2011). He is co-author of the Spanish Gambling Market Report for MECN. [show/hide bio]Having played a leading part in the roll out of the UK Gambling Act and the establishment of the Gambling Commission, and having gained experience across the breadth of the British gambling industry, the switch to Gibraltar, ‘home to the world’s leading online gambling operators’ has brought a new set of challenges, as Gibraltar adopts its own new Gambling Act and the codes and guidance that flow from it. Whilst the contrast of regulating the many thousands of operators in the UK compares starkly with the 20 licence holders in Gibraltar, the most noticeable difference is the immediate proximity and access ‘the Rock’ provides to the management, staff and gambling facilities of its licence holders.
Despite the number of licence holders in Gibraltar being constrained by Government policy, the industry and its support services continue to expand both their offer and the essential infrastructure. This ensures that the widest range of services are accessible to an expanding range of customers, as the wave of legal challenge and change spreads across Europe and elsewhere in the world.

[show/hide bio]Prior to joining Harrah’s in November 1999, Jones served two terms as Mayor of the City of Las Vegas. She was the city’s first woman chief executive, and among the most popular mayors in its history, having won reelection in 1995 by a 72 percent margin. While in office, Jones presided over an unprecedented period of economic, social and cultural expansion, one in which the city’s population increased 66 percent, making Las Vegas the fastest-growing major metropolitan area in America throughout much of the 1990s.
As mayor, Jones spearheaded a massive growth and redevelopment effort in the city’s once-neglected downtown neighborhood. She played a pivotal role in conceiving, and promoting investment in, the $70 million Fremont Street Experience; she also worked to secure a new County and Government Center, a $170 million regional Justice Center, a $90 million Federal Courthouse, and numerous other capital projects. Her focus on building cooperative, mutually beneficial public/private sector partnerships led Inc. magazine to name Las Vegas the No. 1 city in the country for entrepreneurs, while Fortune ranked the city second in the nation on its list of Best Places in America in which to do business.
Jones is the former Chairwoman of the Las Vegas Convention and Visitors Authority, and former Nevada State National Committeewoman for the Democratic National Committee.
She has also served on the board of directors or board of trustees of several prominent businesses, civic and charitable organizations, including the Nevada Resorts Association, the National Conference for Community and Justice, and the National Judicial College.
Today, she is Regional Vice Chair of the U.S. Chamber of Commerce’s Executive Committee and a member of the Women’s Leadership Board at the John F. Kennedy School of Government at Harvard University. She sits on the board of directors of Nevada Public Radio, the Women’s Campaign Fund in Washington, D.C., and the Mexican American Legal Defense & Education Fund. [show/hide bio]Along with his position at PPAG, BPIII has been the Passaic County Counsel since his unanimous appointment by the Passaic County Freeholder Board in 1998. BPIII was again unanimously re-appointed for a fourth term in 2007. As the County Counsel, BPIII has orchestrated the consolidation of the Office of Consumer Protection and the Office of Weights and Measures into one as well as amalgamating the County Adjusters Office in order to streamline and bring more efficiency to County government. He has also drafted Passaic County’s first Ethics Codes, which is the strongest in the state of New Jersey, by which the County abides.
In addition to his 2 major positions, BPIII served as a key insider and adviser to John Kerry’s National Presidential campaign. BPIII has also been an esteemed advisor to United States Senator and Governor Jon Corzine, United States Senator Frank Lautenberg, United State Senator Robert Menendez, Congressman Robert Roe, Herb Klein and Albio Sires as well as Governor James E. McGreevey. BPIII played an instrumental role in both McGreevey campaigns, one being McGreevey’s narrow defeat to Christine Todd Whitman in 1997 and the other is his landslide victory over Bret Schundler in 2001. He has previously served former Congressman Herb Klein and former Governor James J. Florio. As Congressman Klein’s Chief Counsel and Chief of Staff, BPIII coordinated programs helping constituents with problems ranging from IRS to Immigration to Small Business Loans to Veterans Benefits. Working closely with Congressman Klein, BPIII helped bring millions of dollars back to the 8th Congressional District of NJ as well as federal monies for President Clinton’s Americorp Program in Paterson, NJ through the NJ Community Development Corporation. On behalf of Congressman Klein, BPIII also worked with the Clinton administration to draft, pass, and implement the national program to put 100,000 police officers back on the streets of America. As Special Counsel to Governor Florio, BPIII aided in developing and implementing the $1 billion dollar New Jersey Economic Recovery Fund.
BPIII’s impressive education equipped him with the necessary skills and fundamentals enabling him to execute his positions with precision and credibility. BPIII commenced his undergraduate career at Rutgers University graduating Cum Laude from the Eagleton Institute of Politics and Public Administration. Seton Hall Law School awaited him next and prepared him for Harvard University’s Kennedy School of Government Senior Executives in State Government Program. BPIII is a member of the bar in Washington, D.C., New Jersey and is admitted to practice before the United States Supreme Court. In 1991 BPIII was selected as a delegate to the American Council of Young Political Leaders exchange program to Hong Kong and China. In 1992 he was also a Leadership New Jersey fellow.
Along with these distinctions BPIII also serves on the Board of Directors for the New Jersey Community Development Corporation, Habitat for Humanity, Juvenile Diabetes Research Foundation, and the United Way of Passaic County. The political web site, PoliticsNJ, named BPIII in their Power List of top 100 political players in New Jersey. In 2003, NJBIZ magazine featured Bill in their annual Forty Under 40 edition. For the past 10 years, NJBIZ has recognized 40 young men and women for their outstanding contributions to the New Jersey Business Community. BPIII is the star of the weekly show “The Battling Bills” which is on every Sunday on Comcast CN8. He is also a regular political commentator on talk shows like “It’s Your Call” with Lynn Doyle, “Diner Politics” with Laura Jones, News 12’s “Power and Politics” and has participated in live Court TV Internet discussions. As a Senior Executive with MITTS Ltd, Reuben was also the chair of Government's CIO Council, was a member of the National Information Society Advisory Council and was Malta's representative on the International Council for Information Technology in Public Administration (ICA). Morten works with a multitude of regulatory and policy issues. In his work he is involved in drafting legislation, issuing gambling licences and advising the government on gambling policy issues.
The last year he has been involved in drafting a reform of the Danish gambling market which included a liberalisation of sports betting, online casino games and poker activities.
Morten believes in the importance of international cooperation among European regulators in the absence of EU harmonization of gambling legislation. This is something he pursues in the regulatory organisation Gaming Regulators European Forum, GREF, where he is the administrator.
Morten received the award “European Regulator of the Year” from International Association of Gaming Law in 2010.

[show/hide bio]Stefano is an adjunct teacher at Italy’s Superior School of Economy and Finance, and has been teaching at the University of Malta to Italian gambling licensees.
In addition to being a consultant to AAMS (Autonomous Administration of the State Monopolies) on matters of administrative law related to the gambling and lotteries industry, Stefano is a consultant to many Italian and foreign leading gambling operators, most of whom are currently State licensees in Italy.
Stefano is an advisor to the majority of the Italian trade associations in the Gaming sector. In his multi-year experience, he has played a substantial role in the introduction of Bingo in Italy, in the re-organisation –including tenders- of the gambling licensing sector, in the privatisation of the instant and traditional Lotteries, in the marketing of new pool games and lottery networks in foreign countries.
His activity in the Gaming and Betting industry includes:

Stefano has spoken at many important conferences on Gaming and Betting worldwide (ERA, EIG, EGB, Betmarkets, etc.) and in Italy, organised by governmental agencies and AAMS. He is the author of the chapter on Italy in the last two editions of the Internet Gambling Report. He has been published by the Academy of European Law and is the author of “A Guide to the Laws and Rules on Gaming and Betting” and “The System of Governmental Concessions and Authorizations for Gaming and Betting: Laws and Regulations”.

Magnus then spent 5 years with HP as Sales Director and Director of Outsourcing Services in Sweden, before entering the gaming industry in late 2009 as CEO of Betsson Malta Ltd. In July 2011 he took on the responsibility as Group CEO and President of Betsson.

[show/hide bio]Since 1998 he has worked as a gaming regulator, first with the Ministry of Justice and Police, and since 2001 with the Ministry of Culture and Church Affairs. In his previous and current position within gaming his scope of work has encompassed EU/EEA-law, all aspects of legislation connected to gaming machines (including drafting of new legislation, technical regulations, testing and type approval of machines), I-gaming, bingo, provisions and regulations on lotteries and sportsbetting. He has also supervised the administration of Norsk Tipping, the Norwegian state-owned gaming company as well as the establishment and administration of the Norwegian Gaming Authority. At present he is particularly involved in the Norwegian gaming machine monopoly case and the question of Norwegian gaming legislation`s compatibility to EU/EEA-law.

Robert has been recognised by his peers for inclusion in Chambers Global, Best Lawyers in America, and Michigan Super Lawyers for his gaming law expertise, and he has been elected a Fellow of the American Bar Foundation. He is the editor and co-author of The Michigan Gaming Law Legal Resource Book and the soon-to-be-published Regulation of Gaming in Michigan: A Practice Guide.
Robert is the co-author of Chapter 25 of Collier's Guide to Chapter 11 Practice, entitled "Chapter 11 Bankruptcy Cases Involving Casino Businesses." Recent law review articles co-authored by Stocker include "Gambling with Bankruptcy: Navigating a Casino Through Chapter 11 Proceedings" and "Remedying the Lose-Lose Game of Compulsive Gambling: Voluntary Exclusions, Mandatory Exclusions, or an Alternative Method?"
Robert is a founding member and immediate past president of the International Masters of Gaming Law; Chair of the American Bar Association annual program on gaming enforcement, the Gaming Law Minefield Conference; Chair of the Gaming Law Committee of the American Bar Association; a member of the Editorial Board of Gaming Law Review and Economics; and a member of the International Association of Gaming Advisors.
Robert has spoken on numerous gaming, business, and alternative insurance issues at a variety of national and international conferences and educational programs.

As head of the law firm and lawyer Philippe Vlaemminck mainly works in EU and International Trade law and European Gaming law. Within the company he is head of the EU/Trade law department and of the European Gaming law practice group.
Philippe Vlaemminck was involved in certain negotiations during the Uruguay Round and attended the Final Act session in Marrakesh in 1994 as an external governmental legal adviser and delegate.
He has advised gaming operators, regulators and governments in several European jurisdictions on national and European regulatory affairs and has played a pro-active and decisive role in all gaming law before the Court of Justice of the European Union from Schindler to Gambelli. He also appeared before the Dispute Settlement Authorities of the WTO.
Prior to starting his own company, Philippe Vlaemminck was associate and partner of law office van Hille. He has also been part-time teaching assistant, guest lecturer and visiting professor in European Law at the University of Ghent. He has graduated cum laude at the University of Ghent (1983) and magna cum laude from a specialisation year in European Law at the same university (1984).
